From October 1, 2026, foreign residents facing financial difficulties can have their residency permit fees reduced or exempted when changing status, renewing, or applying for permanent residency. Important application details should be confirmed officially.

1. What has changed? From October 1, 2026, those applying for change of residence status, extension of stay, or permanent residency who face economic hardship or special reasons can have their application fees reduced or waived.

2. Who is affected? Foreign residents living in Japan who apply for a change or renewal of their residence status or for permanent residency. The fee reduction for permanent residency is limited to spouses or children of Japanese nationals, permanent residents, or special permanent residents.

3. When does it start and application notes? This change starts on October 1, 2026. Fee reduction applications are not accepted through the online system. Applicants should submit required documents at the immigration office.
