New Support Measures for SMEs Affected by Middle East Situation in Kyoto
On July 13, 2026, Kyoto city announced financial support for small and medium enterprises (SMEs) and small businesses facing difficulties caused by high raw material prices and supply shortages linked to the Middle East situation. A new loan program called “Small Business Support Fund (Middle East Response)” allows for unsecured loans up to 20 million yen with an interest rate of 1.2%. In addition, requirements for the existing “Emergency Refinancing Fund” have been relaxed regarding revenue decreases. This support is available to SMEs and small businesses operating in Kyoto, including those owned by foreign residents. Applications and consultations can be made at the Kyoto Chamber of Commerce Business Support Desk and the Keihoku Chamber of Commerce during weekdays from 9 AM to 5 PM.
