What Is a Social Security Agreement?
January 1, 2026
As international exchange grows, more people are working abroad or retiring overseas. Social Security Agreements have become increasingly important in response to this trend. They help protect the rights of people living and working across borders.
A Social Security Agreement is an arrangement made to prevent people working abroad from having to pay social security contributions in both countries at the same time. These agreements are concluded for the following two purposes: 1. To avoid the double burden of paying social security contributions in both countries (clarifying mandatory enrollment). 2. To combine the periods of enrollment in Japan and the partner country, making it easier to qualify for pension benefits (totalization of coverage periods).
