New Photo Submission Rule for Residence Cards for Ages 1 to Under 16

From June 14, 2026, people aged 1 year and older but under 16 must submit a photo when receiving their residence card or special permanent resident certificate. Those collecting cards at the Sendai Immigration Office must bring the notification postcard and a photo.

Starting June 14, 2026, residence cards and special permanent resident certificates for people aged 1 year or older but under 16 will include a photo. Previously, photos were not required for this age group, but the new rule makes them mandatory.

This change affects foreign residents in Japan who are between 1 and 16 years old. Especially at the Sendai Immigration Office, those receiving their cards must be aware of this requirement.
