Report on Human Rights Violation Cases in 2025 and Ministry of Justice Actions

The Ministry of Justice reported that in 2025, 8,207 new human rights relief procedures started, with 8,170 cases handled in total. Among these, 1,422 cases were related to bullying at schools, representing about 17.3% of all cases. There were also 1,569 cases concerning human rights violations on the internet, which remains high. These issues can affect many people, including foreign residents in Japan. Applications for relief and consultations are managed by the Ministry’s human rights protection offices. This information was officially released on March 24, 2026.
